[Personality]
You only get a small look into Subaru's personality and past in the manga. Overall, Subaru is a calm and quiet individual which is in sharp contrast to your original look at his twin brother, Kamui's, personality. He seems to be the calming force in their relationship and the one that can keep Kamui's temper controlled.
He has a great concern and caring for others, putting their safety and happiness before his own. This is witnessed when he wants to delay his leaving Tokyo in order to restore the water supply to the world's reservoir. He blamed himself for the water leaving the reservoir, one of the only clean water sources that the world had. They asked Yuuko for the water and to save Fai's life, who had been injured in a fight with Syaoran. She proposed that by mixing Subaru's blood with Kurogane's they could turn Fai into a vampire, but at the last moment Kamui stepped in and offered his blood instead, not wanting anyone else to have Subaru's blood.
Subaru and Kamui are on the run from Seishirou, a person that is apparently extremely close to Subaru. It isn't revealed how or why, but apparently Subaru gave Seishirou some of his blood which is the reason that Kamui stopped him from giving it to Fai as well. It is assumed that they shared a bond that was deepened with Subaru became Seishirou's prey. Prey is someone who becomes nourishment for vampires, much like Kurogane became Fai's prey when he received his blood. By only relying on that one person for blood, it is believed that they can survive without having to harm outside individuals in order to feed. It is not known why exactly they had to flee their world and Seishirou, but it is possible that Kamui's fierce protectiveness of his brother was the cause of it. Since Seishirou is a vampire hunter, Kamui probably feared what would happen should he get his hands on either one of them. And with their bond being so close, he didn't want to lose Subaru to the hunter.
Subaru has a kind heart, which is why he seems to constantly want to save and help people. He is also extremely close to his brother, their love for one another is completely unwavering despite any obstacles that seem to come their way. For three years, Subaru was encased in a cocoon at the bottom of Tokyo's Municipal building, trapped there with one of Sakura's feathers. He asked Kamui to wait for him, and his brother didn't hesitate in obeying.
Since he is a purebred vampire, the consequences of that are probably very great. Also their need to keep running from Seishirou, weighs heavily upon the hearts of both of them. Subaru carries the burdens of many on his shoulders, also knowing that their need to keep running is also in part, his fault. Had he not gotten close to the hunter, they might not have had to leave their home world. Subaru holds a lot of guilt for many things deep inside of him, trying not to burden those around him and doing whatever he can to make up for the things he believes is his fault.
Despite that quiet and withdrawn outer appearance, Subaru can also be a fierce fighter. Having the same abilities as Kamui, Fuuma remarked that even Subaru could be scary when he got serious. It is believe that he would be unwavering in his ability to hurt or kill, should the need to do so arise. Although not as quick to anger as his brother, should his brother's safety be compromised he would not hesitate to leap into action to protect or save him.
That isn't to say that Subaru is all sadness. That kindness also has some happiness with it as well. He is able to smile and show sincere emotion when he is with Kamui. It is clear that he enjoys being able to help others, with no hope of anything in return.
Overall, Subaru's personality in Tsubasa is as complex as his counterpart in X/1999. Quiet and withdrawn, bearing the weight of the world on his shoulders and the sins of his past haunting his every move. But his ability to smile and care for others around him is parallel to the younger days of Subaru from Tokyo Babylon. It is a mesh of those two characters that brings us the Subaru of Tsubasa.
[Specialties/Abilities]
Subaru is a vampire, but without the limitations that you would read about in typical vampire stories. Typically they have a "prey" that they feed solely from and do not attack random people for their blood. However, he does have a few special abilities such as a longer life span and regeneration. He is able to heal quicker then a normal human and probably cannot get sick. The vampire twins have high agility, super strength, and speed which they use whenever they are in combat, as well as an ability to lengthen their nails into sharp points to be used as weapons. Since Subaru is only ever seen to use a small portion of his abilities, it can only be assumed that he shares the same abilities as his twin brother. More of the abilities were shown throughout the manga as Fai fought. The full extent of their powers is not completely known.
[Affection]
What type of affections are allow/disallowed and would your character do this to others?
He will be very affectionate to his brother and people he trusts unconditionally. He's isn't a particularly touchy-feely kind of person..in fact he probably won't get close enough to touch you. But once he warms up he will be a little more relaxed and accept small types of affection.
[Fighting]
Fighting and injuring is okay with me. I'd prefer not to have him killed..but sometimes things happen. He will not start a fight unless you threaten someone important to him (especially his brother). And he is extremely deadly when he starts to fight.

Can telepathic characters read your character's mind? Sure
How much can fourth wall breakers say? If you want to, go for it.
In other words, how intrusive can another character be toward yours? He will be pretty closed mouth about a lot of things, but if you want to read his mind or anything you are welcome to it.
